This includes registering the above products for sale, registering out-of-state suppliers, and approving the issuing of permits to in-state manufacturers and wholesale distributors. The division is the only purchaser and distributor of spirituous liquor (intoxicating liquor containing more than 21 percent (21%) alcohol by volume) in the State of Ohio. The division selects the products, prices them, and supplies them to the private liquor agencies at no charge. These private liquor agencies, which are private businesses to which the division contracts to serve as the State's sales agents, receive a commission based on their sales.

Agency Operations oversees the operations of the private agencies including the hours of operation and the products that are sold. Division auditors conduct two to three (2-3) audits annually, and conduct compliance visits monthly, of every agency.
