The Ohio Manufactured Homes Program officially became part of the Department of Commerce on January 21, 2018, as a result of House Bill 49, the Ohio Operating Budget. A provision in HB 49 transitioned the Ohio Manufactured Homes Commission (OMHC) to the Ohio Department of Commerce. Prior to this, the OMHC had jurisdiction over the installation of manufactured homes, the licensing and regulation of manufactured home communities, the licensing of installers, dealers, brokers and salespersons, and the certification of inspectors.
Today, responsibility for the Manufactured Homes Program falls under both the Division of Real Estate and Professional Licensing (REPL) and the Division of Industrial Compliance (DIC).
The Manufactured Homes Advisory Council is made up of seven appointed members who have knowledge or expertise of the manufactured homes industry. The council advises the Director of the Department of Commerce concerning the director’s duties in the regulation of manufactured housing in Ohio.

The Division of Industrial Compliance has oversight of the installation of manufactured homes, as well as the licensing of installers.
The Division of Industrial Compliance manages the inspection of manufactured homes at the individual sites and communities where the homes are set. All homes set in Ohio must be inspected by a certified inspector. Here is more information for Inspectors.
The Division of Industrial Compliance oversees the operation of manufactured home parks, including the licensing of park operators and the inspection of the communities.
The Division of Real Estate and Professional Licensing has oversight of the licensing of all dealers, brokers and salespersons in the state.
The state of Ohio has adopted laws and rules that regulate the installation of manufactured homes and the installation of foundations for manufactured homes.
